MTS Painting and Property Service, Inc. > Services > HOA Consulting
If If you’re a community manager or board member, you already know that painting decisions come with big expectations: budgets, timelines, homeowner concerns, and the pressure to get it right.
What most communities need isn’t just a painter. It’s clarity.
For over 40 years, MTS Painting has supported HOAs across the Phoenix metro area with technical expertise that helps boards and managers feel confident in their decisions, whether we’re the contractor completing the work or not.
Our approach is simple:
We educate. We clarify. We support.
And we do it in a way that respects the entire industry. That includes contractors, vendors, and community partners alike.
Why HOA Boards and Managers Ask MTS for Help
You don’t need us to replace your process or influence your contractor selection. We’re here because the HOA painting world gets complex fast, and having an experienced, neutral voice at the table can prevent confusion and costly surprises.
We’ve helped hundreds of communities plan, inspect, and maintain their paint systems. That depth of experience means we know the questions that need answers, the issues that lead to disputes, and the long-term planning considerations that protect your reserve budget.
Many boards use our guidance and choose another painting company. That’s completely fine. Our value is in helping you understand the path forward.
Clean scopes and clear expectations aren’t just good for boards. They’re good for vendors, reps, and contractors too.
When communities ask, “How do we know the work is being done right?” — we help.
The 3rd Party inspections are independent and based on:
The community’s painting contract (when standards are defined)
Manufacturer supplied specifications (for scope items not spelled out)
Manufacturer Product Data Sheets
Industry-standard practices
Most HOA contracts don’t clearly outline workmanship standards. Our role is to help clarify expectations, not create new ones.
What this may include:
Pre-project condition assessments
Paint failure identification
Non-painting repairs needed
Safety challenges
In-progress quality checks
Final punch-list inspections
Clear documentation boards can trust
Before a board commits to a repaint, there are often questions:
Should we phase the project over multiple years?
Should it be a single, full repaint?
How does this fit into our reserves?
What’s the right order of surfaces?
How do we prepare an RFP that’s fair to all contractors?
We help boards and managers get clear on:
Project phasing options
Reserve planning considerations
Unit counts, building groups, and cycle timing
What should (and shouldn’t) be in an RFP
How to structure scopes so contractors are bidding apples-to-apples
How highlighted maps help avoid miscommunication
We understand why some contractors, vendor reps, or even managers wonder whether a contractor who also consults might create a conflict of interest.
That concern is valid, and we address it openly.
We do not request competitor pricing
We do not evaluate full competitor bid packages or proprietary documents
We do not influence a board’s contractor selection
We do not compare pricing between contractors
We do not rewrite specs to favor MTS
Provide neutral guidance based only on scope, maps, and manufacturer specs
Clarify information boards need before making decisions
Help contractors by reducing ambiguous scopes
Offer inspections based solely on contract language and published manufacturer recommendations
Keep our consulting scope limited and transparent
Everyone wins when expectations are clear and the painting industry is operating with aligned standards.
We help boards build documents that:
Are easy for contractors to follow
Include accurate, highlighted maps
Can be reused for future cycles
Condition assessments
Basic surface and non-technical coating failure analysis (we do not provide laboratory or certified analysis)
In-progress workmanship reviews
Final inspections and documentation
Plain-language answers to technical questions
Meeting support when needed
Communication help for homeowners
Cycle forecasting
Reserve considerations
Phased project prioritization
Paint system lifespan expectations
HOA Boards seeking clarity
Community Managers juggling multiple vendors and timelines
Properties preparing for repaint decisions
Communities evaluating painted surfaces after years of exposure
Boards wanting independent verification that contracted work meets expectations
A message to our industry friends
No. Boards choose contractors independently. We support the bidding process, not the outcome.
No. We normally don’t choose or recommend the coatings to be applied; it’s the contractor and manufacturer’s job to choose the best system. We follow their published systems and standards as directed by the board. We don’t police contractors or call out deviations unless asked directly and in a private, respectful manner. We generally only judge workmanship, and surface/substrate conditions before and after painting.
Yes. Inspections reference:
Contract language including scope of work portions
Contract referenced workmanship standards
Manufacturer standards
Industry norms
Nothing arbitrary, nothing invented.
No. We leave color selection to the manufacturers, paint contractor and color consultants.
Because:
Clear scopes mean fewer disputes
Maps reduce gray areas
Better specs prevent callbacks
Everyone bids the same information
We help jobsite leaders with process and special product solutions
Everyone benefits from shared best-practices
We have also exonerated contractors when things are out of their control causing process or material failures while doing the work.
It levels the playing field, and that’s good for everyone.
If you’re a board member or community manager who wants independent clarity before or during a painting project, we’re happy to help.
We believe the HOA industry is strongest when everyone — managers, contractors, vendors, suppliers — operates with clear expectations and shared standards.
Fellow painting contractors, feel free to contact us to discuss how you think this industry service would have an adverse affect on your contracts or on the industry. We’re always curious.
Have questions? Want guidance? Just ask. We’re here to support your community and the industry we’ve worked in for over 40 years.
We can help you create clear, detailed RFP specifications that ensure you’re comparing apples to apples when proposals come in.

Palm Lakes Village has used MTS Painting for two jobs so far. We have been very pleased with all aspects of the painting, professionalism, and quality of the completed job.
Not at all. Our consulting services are independent of our painting services. Many clients use us for RFP development and then choose another contractor, and that's completely fine. Our goal is to provide value regardless of who does the work., and our Consulting services are completely unbiased, allowing MTS to bid the project ethically.
An inspection can cover everything from evaluating current paint conditions to checking whether recently completed projects meet quality standards. We act as a third-party expert, giving boards and managers confidence that work is being done correctly, and helping identify maintenance priorities before they turn into costly problems or homeowner complaints.
Yes. In fact, we specialize in it. We'll help you outline clear, detailed specifications so you can collect proposals that are easy to compare and fair to all bidders. We work in concert with local suppliers’ (Sherwin Williams or Dunn Edwards) specification writers to streamline the bid documents.
We help boards avoid confusing, inconsistent bids by developing clear specifications. This makes it easier to present options and ensures the chosen contractor is held to the right standards from day one. On complex bids, preparing the bid comparison matrix prior to job walks and bid due dates can help streamline the selection process.
Absolutely. We don't just think about today's repaint. We help boards prioritize maintenance, forecast future needs, and protect long-term investments, so the next repaint is even smoother and more cost-effective. Plus, we create bid documents that can be reused during the next paint cycle, including marked up maps and documentation of out of control failing areas to see if issues are being solved inside homeowners’ yards.
It varies based on the scope of what you need. Some clients just need a one-time inspection, while others want support through the entire RFP and bidding process. We provide transparent pricing once we understand your specific needs and the complexity of the project.
Yes. We can evaluate proposals you've received, identify any gaps or concerns, and help you understand what you're comparing. We prefer to only compare scopes, specifications, and standards of the proposals, but not the pricing. This is ethically sound considering we are also in the paint contracting business. Developing a bid comparison matrix and compelling contractors to bid per the RFP gives you confidence in your decision-making process.
Most consulting engagements can begin within a week of our initial conversation. For time-sensitive projects, we can often accommodate faster timelines.
Absolutely. All inspections, assessments, and recommendations come with clear documentation you can present to stakeholders. We can also attend board meetings if that's helpful. Please note that additional formal documents can add to consulting costs.

We provide a 7 year labor & material warranty because we are confident you will have a long-lasting paint job.

PCA Accredited contractors have proven their expertise and dedication to quality in the industry.

We are dedicated to providing quality in every aspect of the job - from the materials to the employees.
